Led by Stuart A. "Stu" Halsan, Attorney, veteran lobbyist, former member of both the Washington State House and Washington State Senate and former chairman of several major legislative committees, we have a unique ability to understand the workings of the Legislature from both the inside and out and the political environment from which legislative action emerges.
 
Halsan is admitted to practice by the Washington State Supreme Court, the United States District Court for the Western District of Washington, the Ninth Circuit Court of Appeals and the United States Supreme Court.  Few lobbyists in Washington state are attorneys, and his extensive legal experience adds great value to understanding what proposed legislation will do and its legal impact without the need of outside counsel.  Attorney client privilege and privacy of communications is something non-lawyer lobbyists cannot offer.
 
Halsan is a graduate of Lakeside School in Seattle, the University of Washington School of Business and Gonzaga University School of Law with honors.  He has studied public policy at the Kennedy School of Government of Harvard University and at the University of Bonn in Germany.  He also has taught Paralegal Studies and Constitutional Law at Centralia College.
 
Comfortable and effective working both sides of the aisle for decades, Halsan was appointed to the Board of Trustees of Centralia College by Democratic Governor Christine Gregoire and confirmed by the State Senate on a bi-partisan vote.  Additionally he was appointed to the Board of Trustees of the Washington State Heritage Trust by Republican Secretary of State Sam Reed.
